The FAA has taken the position that authorized personnel do not need to attend Rotax factory training, nor do they need to hold current Rotax factory "maintenance ratings" to perform maintenance tasks on the Rotax engines, in SLSAs. It's the FAA's position, that the FAA (through regulation) determines who is authorized to perform maintenance tasks.
To date, the FAA has not issued written guidance regarding this.
